Organization enrollment — payment authorization fails on first attempt across multiple cards (server-side, not bank)

Hello,

My organization enrollment was approved today (Enrollment ID: 4MRP49V83B , D-U-N-S verified, License Agreement step reached). The only blocker is the membership purchase: "Your payment authorization failed."

This is not a card or bank issue, and I want to flag it as the known enrollment-payment problem rather than route it back to my bank:

  • It failed on the very first attempt, before any retry.
  • It fails identically across three different cards (Amex, plus a credit and a debit card from different issuers).
  • All issuing banks confirm no authorization request ever reached them — there is nothing on their side to decline.
  • I have verified billing address matches each card exactly, removed all punctuation, set city/county manually, disabled VPN, and tried both the web flow and the Apple Developer app.
  • [If applicable:] I received an order acknowledgement email but no charge landed and the account did not activate — suggesting a stuck/duplicate order.

Because the request is not reaching the card networks, this appears to be on Apple's side. Please:

  1. Check for and void any stuck or duplicate order on my enrollment so I can retry with a clean transaction, and
  2. Have the payment/enrollment team complete the order manually if it cannot be cleared.

I have tested multiple payment methods, including American Express.

The Apple ID region is United Kingdom and a valid payment method is configured on the Apple Account.

No OTP, bank approval request, push notification, or authorization attempt is received by the card issuer during the payment process.

This suggests the transaction may not be reaching the payment network.

Could you please verify whether there is any enrollment, risk-review, account, or payment-processing restriction associated with this enrollment record?

The payment flow reaches the Apple Store billing stage but consistently fails with:

"Your payment authorisation failed."

After repeated attempts, Apple redirects to:

/uk/shop/sorry/auth_lock

I have tested multiple payment methods including American Express.

The card issuer has confirmed that no authorization requests from Apple were received.

This indicates the transaction may be failing within Apple's commerce or risk systems before reaching the card network.

In my Apple device in the Developer App, I am not getting option to enroll because my email is already having an enrollment pending.

I am not even able to enroll using the apple device, I requested the support person to transfer the enrollment so I can do it using apple device, but despite sending multiple requests there was no response, this is really sad state of affairs in a company of Apple stature.

Can you help me in any manner?
