"Your enrollment could not be completed" — No Explanation Given, Support Unable to Help
I've been unable to enroll in the Apple Developer Program and am posting here after exhausting the standard support channels. The situation: When I attempt to enroll in the Apple Developer Program as an individual, I receive the error: "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time." No additional explanation is provided. I have contacted Apple Developer Program Support multiple times by both phone and email. Each time, I was told there is nothing they can do. I asked for escalation and was told escalation is not possible. At no point was I given a specific reason for the rejection. One possible cause I identified on my own is that the name on my developer profile may not match my legal name. My Apple ID at appleid.apple.com shows my correct legal name, but I'm unsure whether my developer profile reflects the same. I have not been able to confirm whether this is actually the issue, because support has not told me what the problem is. What I've verified on my end: Two-factor authentication is enabled A valid major credit card is on the account I am enrolling via the web, not the Developer app I am not using a VPN My Apple ID is email-based, not phone-number-based I am an admin (not Account Holder) on a separate organization's developer account, which should not conflict with an individual enrollment The most frustrating part of this experience is the complete lack of transparency. The error message gives no indication of what's wrong, and support agents either don't have visibility into the cause or aren't authorized to share it. I'm willing to correct whatever the issue is - I just need someone to tell me what it is. Payment Completed but Developer Account Not Activated – No Response for 6 Days
Hello, I’m writing this here because I’m honestly stuck and unable to reach anyone through official support channels. Order Number: W1466057949 Order Date: 18/02/2026 Case ID: 102824542025 My payment was successfully approved and processed by my bank. The amount has been fully charged. However, my Apple Developer account has still not been activated. I opened a support ticket immediately after noticing the issue. It has now been 6 days, and I have received absolutely no response. There is no active support in Turkey for this issue. When I try calling the Ireland support number, I can only reach an automated system — there is no way to speak to a real person. I currently have no direct contact channel to resolve this. This situation is blocking my development work and causing serious delays. I have completed my payment in good faith, yet I cannot access the service I paid for, and I cannot reach anyone for assistance. If anyone has experienced a similar issue or knows how to escalate this properly, I would greatly appreciate guidance. Thank you.

Frustrated - enrollment in the Apple Developer Program could not be completed
Hi, I tried to apply Enroll in Apple Developer Program in the mobile app and I got this error: "Your enrollment in the Apple Developer Program is under review. Please contact us." Then I did contact Apple by phone as the error message says. I got the response as: "For one or more reasons, your enrollment in the Apple Developer Program could not be completed. We are unable to continue with your enrollment at this time." I am already shocked - so I asked what can I do? Answer - nothing. Is this normal to not get a response what's the reason that is blocking me to enroll the program ?

Developer Team invitation form doesn't progress
I have received an invitation to a development team in the Apple Developer Program. Having filled the form out and completing the image challenge successfully, tapping on continue simply results in the button graying itself out. The JavaScript console shows the following error when this happens: { code: -4 data: "Destination unavailable. 500" message: "Application error." } I have tried this process in Safari, Chromium, as well as on mobile data on my iPhone, and the result is the same each time. Apple Developer Program expired – Renew option missing for over 20 days
Hello, My Apple Developer Program membership is marked as expired, but I am unable to renew it. The Renew option does not appear in the Apple Developer app or on the website. Both Free Apps Agreement and Paid Apps Agreement are expired. I am the Account Holder of the account. I have already submitted multiple support requests through the Apple Developer Support website under “Program Purchase and Renewal”, but I haven’t received any response so far. This issue has been ongoing for more than 20 days and is blocking access to my apps and agreements. Could an Apple Developer team member please look into this or advise how to proceed when the Renew option is missing? Thank you.

Trouble enrolling and reaching the dev team
I've been trying to enroll as a developer but keep running into an "unknown error". I've even tried having the dev team call me and sending an email through the support portal but keep getting the message that my request cannot be processed. Even calling apple support didn't work as they were unable to connect me with the dev team. Any idea on how to get this sorted? Thank you!!

“Too many verification codes sent” error – 2FA SMS never arrives on standard login
Hello everyone, I’m running into an issue when logging into my Apple Developer account on the official site. After entering my Apple ID and password, I immediately see: too many verification codes sent At this point I should receive a 6-digit 2FA code via SMS to my trusted phone number, but nothing ever arrives. I’ve waited 10–15 minutes and tried again, but I still get the same error and still no SMS. I’ve double-checked that: My trusted phone number is correct in my Apple ID settings. My carrier isn’t blocking or rate-limiting SMS messages. I can log in successfully via other Apple services (e.g. iCloud.com) and receive codes there without issue. Steps to reproduce: Go to developer.apple.com and click “Sign In.” Enter Apple ID and password. Submit credentials → immediately see “too many verification codes sent.” No SMS arrives. Retrying doesn’t help. Expected behavior: Apple sends a new 6-digit 2FA SMS to my trusted number. After entering it, I can complete the login flow. Actual behavior: I receive the “too many verification codes sent” message instantly. I never get the SMS code, even after waiting or retrying. Has anyone else experienced this on the standard Developer portal? Is there a way to clear the “too many verification codes sent” flag or otherwise force delivery of the 2FA SMS? Apple Developer Enrollment Issues
I enrolled for the Apple Developer Program last Thursday (Feb 12) - no status update apart from a message I've seen others have thus processed payment: Purchase your membership. To continue your enrollment, complete your purchase now Your purchase may take up to 48 hours to process. I've reached out to support twice now, no luck. Anything that worked for someone in the same boat? I have a test group planned and would need to apply my app for testflight as soon as possible to leave some headroom.

Unable to enroll in Apple Developer Program - Payment declined despite bank approval (France)
Hello everyone, I am unable to enroll in the Apple Developer Program. The payment (credit card) is accepted by my bank but systematically declined by Apple. Note: I am located in France. I have tried multiple times. The support team, via email, suggested I use the Apple Developer app. However, it is "not available in my region," so I have to go through the website. No other payment method is available: Apple Pay is greyed out, and there is nothing else. Support has not responded for weeks, despite my follow-ups. I am very frustrated as I need to launch my app quickly, and everything is ready on the Google side... Would you have any suggestions or solutions? Developer account has not been configured
Its been more than a week and my account is still in the same status as my developer account membership purchase is still pending This is frustrating for a developer to loose so many days spending so much of a premium just to get registered and even then facing this descrimination. For an Organisation of this scale, i think this will not look good. You take the time to scrutinise the developer but do not take his time, effort and their money. give a realistic timeline and not this far, which is not a good practice

Have developer registrations been suspended?
I purchased a developer account approximately 4 days ago, on Saturday. The payment was successfully charged to my card and I have the receipt, but I have not received any approval. The status is still PENDING, and we are about to enter the 5th day without approval. How can this issue be resolved? We are also not receiving any responses to our support tickets.

Paid for Apple Developer Program but enrollment is stuck and system asks me to enroll again
Hello, I need help with an issue regarding my Apple Developer Program enrollment. I completed the payment for the annual membership and received the official invoice from Apple. My card was charged successfully, and I have all the payment references. However, after the payment was processed: My account remained in Pending status The message “Complete your purchase” kept appearing When attempting the payment again, the system reported that the order was already paid Now the enrollment flow has reset completely, and the system is asking me to start enrollment and pay again, even though the first payment was successful This seems like a synchronization issue where the payment was recorded in the Apple Online Store system, but not linked to my Developer enrollment. I do not want to be charged again, since the first transaction was already completed. Could someone from Apple please help link the payment to my Apple ID or advise how to activate my membership? Right now my account cannot proceed with enrollment and I cannot access App Store Connect.

Enrolment stuck but already paid
I have already paid the $99 fee via the Apple Developer app, but my account still says "Enroll Now" and forward me to browser. Order ID:MQQ6VYNN1Y I have lost 5 days of the right to use the service even though I have paid. Can you please manually sync my payment and activate my membership and extend my subscription deadline? pending Enrollment from more than 4 weeks.
Hi Team, Its been 4 weeks and still my enrollment is reflecting in pending status. I want to set up my application and to do it we have to enroll for the development to give access to the the tech team to configure the application. I am not able to find the contact us info to raise the issue.
