Is MANUAL_ENTRY mandatory for Apple Pay or may an issuer block it and rely only on PKAddPaymentPass?

We plan to set Manual PAN Entry Allowed = N and accept only issuer push provisioning (PKAddPaymentPass).
Is there any Apple Pay programme rule that obliges us to keep MANUAL_ENTRY enabled?
Will disabling it affect “Participating Issuer” listing?

Yes, in principle — with narrow, approval-dependent exceptions. Manual entry is treated as the baseline provisioning floor under Apple Pay programme rules. Apple's participation agreement requires that eligible cardholders have a viable path to add their card without requiring any third-party app (including the issuer's own app) as a precondition. Relying exclusively on PKAddPaymentPass structurally excludes cardholders who do not have your app installed.

However, push-only provisioning is permitted if:

  • PKAddPaymentPass is fully certified, live, and stable before manual entry is disabled
  • You have obtained explicit written approval from both Apple and your relevant network (Visa/Mastercard)
  • Your app covers your entire eligible cardholder population

Apple has already granted your app the com.apple.developer.payment-pass-provisioning entitlement (which implies they have reviewed your push provisioning capability)

This is treated as a programme exception, not a default configuration you can set unilaterally. However, you should confirm with the Apple Pay Provisioning team directly, in addition to your legal counsel, for further guidance.
